According to the post, it seems that the only payment issue that is confirmed to be happening right now is through Visa Debit only while various players have reported they are also facing issues even with other methods of payments, especially for players outside the supported regions. Bottom line

The critically acclaimed MMORPG Final Fantasy XIV is currently facing a payment issue despite being close to the release of its highly anticipated Dawntrail expansion. The official account has confirmed that the issue was caused by the change of payment processor on 23 April 2024 and is currently working to find the resolution for the FFXIV Visa error.

The issue causes players to be unable to purchase a subscription or mogstation item as the website rejects users’ payment especially those who are playing in unsupported regions. Players have been suggested to try out another payment method as a fix to the FFXIV mogstation issue such as using FFXIV crysta, a virtual currency that can be used to pay a subscription or purchase mogstation products.
